Ned Schwing stated in his reference ebook to the Product 1890 & 1906 that Winchester commenced proof marking them in 1908… I have no idea if that is definitely correct, but will believe that it's. The “WP” evidence mark was used once the barrel and receiver ended up mated, assembled and finished. This is highly apparent around the firearms manufactured in the late teens by early 30s in the event the blue flaked (popped) off if the proof was struck around the receiver frame.
